Tax-exempt national savings accounts and certificates

What it is
Reserve a tax-free savings wrapper for deposits with the state or designated national savings certificates. Holding limits and withdrawal terms can concentrate the benefit on small savers and stable funding.
Why it counts
Tax relief recruits household deposits directly into government funding instead of competing private investments.
